China Compulsory Certification Scheme for Children’s Vehicles

What is CCC?
CCC, or "China Compulsory Certification", is the Chinese mandatory product certification system developed by the China National Certification and Accreditation Regulatory Commission (CNCA) in accordance with the Mandatory Product Certification Regulations. At present, a total of 17 categories of products in China are included in the CCC certification ranging from low voltage electrical appliances, audio and video equipment, lighting appliances, toys to strollers, etc. CCC certification was effective from 1st June 2007. All products that fall within the scope of CCC certification (including toys and strollers) must be tested by a designated body and labeled with the CCC approval mark on the product before they can be imported into, and sold in China.

Children's Bicycles
Designed or intended for the riding by children under the age of 14, with the maximum saddle height in the range of 435~635mm, and with drive mechanism driven by the child's own force applying to the rear wheel of the two-wheeled vehicle, including children's bicycles with a variety of wheel diameters and styles.

Children's Tricycle
Designed or intended for the riding by children under the age of 14, with various wheels and ground contact points forming a triangular or trapezoidal shape (i.e. narrow wheel distance smaller than half of the wide wheel distance) and may carry one or more children, with manual driven force applying to the front wheels only, for examples: various styles of children's tricycles (including push and ride dual use).

Children's Strollers
Designed or intended for the riding by one or several children under the age of 14, pushed by an adult, including adjustable and non-adjustable children’s vehicles in various styles.

Baby Walker
Designed or intended for the riding by children under the age of 14, with a seat that can operate on a caster, operated in any direction with the support of the frame and the use of foot after the baby is seated in it, including baby walkers with various frame structures.

For CCC Certification, the product must be sent to a designated CCC laboratory for testing

The testing standards include the current safety standards for children's vehicles and toy safety standards in China.

Turnaround Time and Quantity of Samples Required for CCC Certification

When all the information mentioned above is available, application for each unit is certified for approximately 40 to 60 days. Each application may contain a single or multiple series of products (products with similar features, designs and features can be listed as one unit). As for the number of samples required, each application unit, a minimum quantity of 2 sets is required for the evaluation of the basic model of stroller products, and at least 1 set from each derivative model in the same series. For toys, a minimum quantity of 4 sets is required for the evaluation of the basic model, and at least 2 sets from each derivative model in the same series. Samples of the basic model will be kept in the testing body for at least 1 year.
