CEN has Published EN 71-3:2019+A1:2021 - an Amended Version of the European Standard: Safety of Toys - Part 3

On 2021-04-14, after the preparation by Technical Committee CEN/TC 52/WG 5, the European Committee for Standardization (CEN) published the amended European Standard: "Safety of toys - Part 3: Migration of certain elements", with the latest reference: EN 71-3:2019+A1:2021. This updated version supersedes EN 71-3:2019, and is expected to be cited in the EU Official Journal (OJEU) shortly.

 

Comparing with the previous version, the significant technical change in this amended standard is related to the strengthening of the migration limit of aluminium element.  The tightened limits are identical to those stated in the earlier amendment to 2009/48/EC (Toy Safety Directive) –  "Article 1 of Commission Directive (EU) 2019/1922 of 2019-11-18  amending, for the purposes of adaptation to technical and scientific developments, point 13 of part III of Annex II to Directive 2009/48/EC of the European Parliament and of the Council on the safety of toys, as regards aluminium".

 

Major Changes:

Amongst other changes, the significance of this particular 2021 amendment is the technical changes of the migration limits of aluminium in the three toy material categories (see table). 

 

Effective Dates:

  • 2021-05-20: All EU Member States shall apply the new aluminium migration limit as defined in the Commission Directive (EU) 2019/1922 of 2019-11-18 amending point 13 of part III of Annex II to 2009/48/EC (Toy Safety Directive).
  • 2021-10-31: The latest date by which this EN has to be implemented at national level of all CEN members by publication of an identical national standard (or by endorsement), and with all national standards conflicting this EN to be withdrawn.
