1. Announcement on the Implementation of Electronic Registration Certificates for Special Cosmetics and New Cosmetic Raw Materials in China
The China National Medical Products Administration (NMPA) announced that as of 1 October 2022, the special cosmetics and new cosmetic raw materials that were allowed to register according to the Measures for the Administration of the Registration and Recordation of Cosmetics, and the special cosmetics that were allowed to amend or renew their registration certificates are now granted the electronic registration certificates. The paper version registration certificates that were granted prior 1 October 2022 are still valid as long as they are within the expiration period.
The electronic registration certificates and paper version registration certificates shall have the same legal effect. The functions of the electronic registration certificate are instant delivery, message notification, certificate authorization, code-scanning validation, online certification, sharing with network and more.

2. Announcement on the Updates for the 2020 Electronics and Safety Accessories CCC Requirements
The China Certification and Accreditation Administration (CNCA) announced the details on the updates for the China Compulsory Certification (CCC) requirements of electronic products and safety accessories. To ensure the effective implementation of the CCC for electronic products and safety accessories, the requirements are specified as follows:
a) The list of certification requirements for electronic products and safety accessories in the Rules for the Implementation of Compulsory Product Certification – Audio and Video Apparatus (CNCA-C08-01：2014), Rules for the Implementation of Compulsory Product Certification – Information Technology Equipment (CNCA-C09-01：2014), and Rules for the Implementation of Compulsory Product Certification – Telecommunications Terminal Equipment (CNCA-C16-01：2014) are to be revised.
b) The last date to update the safety standard and electromagnetic capability standard certificates is 31 July 2024. Corporations can update both with the same application and the same sample submission. The grace period for the update is to save cost for the corporations who have already received the certificates, and not to postpone the implementation date for the new standards. The related products should be qualified under the Standardization Law and the Product Quality Law of China.

3. The GACC Announcement on the Random Inspections of Imported and Exported Goods Besides the 2022 Statutory Inspection
In accordance with the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementation regulations, the General Administration of Customs (GACC) decided to conduct random inspections for some imported and exported goods besides those subject to the 2022 statutory inspection starting from 13 July 2022. The scope of the inspection is as follows:
- Imported goods: stationeries, babies and children’s products, domestic dishwashers, electronic toilets, oral appliances, accessories, and more.
- Exported goods: children’s toys, children’s bicycles, children’s scooters, electric hot-water pouches, and more.

4. Jiangsu Province Administration for Market Regulation Validated the Result of the 2022 Quick Inspections for Food Products and Further Regulate the Use of it
The Administration for Market Regulation of Jiangsu Province planned to validate the result of the 2022 quick inspections for food products by selecting 2 quick inspection units in each of the 5 districts or cities such as Wuxi, Nantong, Lianyungang, Yancheng and Yangzhou. Quick inspection laboratories (trucks) are one of the important ways for rapid food safety inspection, which can support major public affairs and inspection work for wholesale food markets, farmers markets, and supermarkets.
This is the fourth consecutive year that the Jiangsu Province Administration for Market Regulation has constructed the validation of quick inspection results for food products. It has validated more than 300 quick inspection units and over 2,000 samples. Through the validation, the accuracy of the quick inspection results for food products in Jiangsu is greatly improved, which can effectively enhance the collaboration between quick food inspection and laboratory testing, and effectively secure food safety issues for the public.
