New Requirements for Cosmetic Products / Regulation (EU) 2023 / 1545
The European Union (EU) approved Regulation (EU) 2023 / 1545 on 26July 2023 to update the labelling of fragrance allergens under Annex III to Regulation (EC) 1223 / 2009 on cosmetic items.
This regulation went into effect on 16 August 2023. The industry is granted a considerable transition period of 3 to 5 years to adjust to the new regulations in response to Regulation (EU) 2023 / 1545 (Updated Allergen Lists are shown below).
New cosmetic products entering the EU market have to comply with the new requirement by 31 July 2026 (within 3 years).
Existing cosmetics that are sold on the EU market have to be compliant with the new standard by 31 July 2028 (within 5 years).
Note:
Allergens must be stated on the label if they are present in concentrations greater than:
0.001% in leave-on cosmetics
0.01 % in rinse-off products
