Taiwan Amends Inspection Requirements for Toy Commodities

On 05 September 2023, the Ministry of Economic Affairs of Taiwan announced the amendment of the “Legal Inspection Requirements for Toy Commodities” (former title: Regulations of Toys Subject to Mandatory Inspection), which requires the testing of 6 Phthalates in accordance with CNS 4797 (2019) “Safety of Toys (General Requirements)” as from 01 March 2024 and requires that the sum of the 6 Phthalate contents shall not exceed 0.1%.

Substantial Changes

The original inspection standard CNS 4797 (2015) requires that the sum of the content of 8 kinds of Phthalates shall not exceed 0.1%, and the difference between the two editions is that this latest 2019 version does not require detection of 2 kinds of Phthalates: DMP and DEP.

Significance

Therefore, if the toy import was before 01 March 2024 (the implementation date of the new requirements), the applicable inspection standard is still CNS 4797 (2015) and 8 kinds of Phthalates (i.e., including DMP and DEP),and need to be inspected. On the contrary, CNS 4797 (2019) is applicable to all toy imports after 01 March 2024, and only 6 Phthalates need to be tested.
