Established in 2005, and invested in by Hong Kong Standards and Testing Centre (STC), STC (Guangdong) is approved by the General Administration of Customs of the People's Republic of China (GACC) in its establishment as an independent third-party organization in the field of product testing, inspection and certification. Food contact materials (FCM) and articles mean any materials and articies intended to come into contact directly or indirectly with food. The quality and safety of their manufacture, sales and use are scrutinized by the whole world.

According to the characteristics of the regulations of different countries and regions of food contact materials, global food contact materials safety requirements can be roughly divided into three major regions: Europe, America, Asia.

The EU has issued regulation EC No.1935/2004,which covers 17 kinds of materials. It is the EU basic framework regulation for food contact materials and products. EU members have also issued their own laws and regulations for food contact materials. For example, Germany issued LFGB sections 30,31 and 33; France issued the French DGCCRF 2004-64; Italy issued Gazzetta Ufficiale No.283 of30/04/1962; Britain issued UK SI 898: 2005; and so on.

In addition, the United States Food and Drug Administration issued a series of requirements for food contact materials, including, U.S.FDA CFR 21 Part 175-189 and FDA CPG7117.05,06,07.


Other countries also have their own laws, for instance,GB standards in China, and the Food and Sanitation Law (JFSL) in Japan, etc.
