Amendment 2 to EN71 – 3:2019 has been Published

On 04 December 2024, the standard EN 71 – 3:2019+A2:2024 “Safety of toys - Part 3: Migration of certain elements” was published by the European Committee for Standardization (CEN).

This document updates the EN 71 – 3 requirements and test methods for the migration of aluminium, antimony, arsenic, barium, boron, cadmium, Chromium (III), Chromium (VI), cobalt, copper, lead, manganese, mercury, nickel, selenium, strontium, tin, organic tin and zinc from toy materials and from parts of toys.

 

Substantial Changes

Inter alia, this amendment:

1. Introduces the following documents as part of the EN 71 series:

- EN 71 – 15 Formamide in foam toy materials (content)

- EN 71 – 16 Certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials

- EN 71 – 17 Certain isothiazolinones (MIT, CIT, BIT) in aqueous toy materials

- EN 71 – 18 Phenol in aqueous (content) and polymeric (migration) toy materials

- EN 71 – 19 Migration of bisphenol A from toy materials

2. Indicates the use of CEN/TS 17973:2023 “Safety of toys – Categorization of slime type materials”.

3. Removes the dewaxing step in the pre-treatment process.

4. Includes additional revisions and updates to the testing methods for composite materials.

5. Improves the migration testing methods for Category I † and Category II ‡ materials.

6. Provides a clear explanation of the rationale for calculating migration limits for Cr(III) and Cr(VI) based on total chromium migration, enhancing the scientific validity and practicality of the methodology.

† Category I : Dry, brittle, powder like or pliable materials

‡ Category II: Liquid or sticky materials

 

Citation in OJEU

Citation of this amended EN 71 – 3 for the Toy Safety Directive 2009/48/EC is expected shortly in the Official Journal.
