EU Cosmetic Ingredient Amendment
Restricted Substances in Annex III
Effective on 1 February 2025, cosmetic products containing the following substances must comply with the specified conditions or they cannot be placed on the EU market. By 1 November 2025, all products containing these substances and not complying with the conditions must be removed from the EU market.

Nanomaterials in Annex II
From 1 February 2025, cosmetic products containing the following nanomaterials are banned from the EU market. By
1 November 2025, all products containing these prohibited nanomaterials must be removed from the EU market.
- Styrene/Acrylates copolymer (nano) (CAS 9010-92-8)
- Sodium Styrene/Acrylates copolymer (nano) (CAS 9010-92-8)
- Copper (nano), Colloidal Copper (nano) (CAS 7440-50-8)
- Colloidal silver (nano) (CAS 7440-22-4)
- Gold (nano), Colloidal Gold (nano) (CAS 7440-57-5)
- Gold Thioethylamino Hyaluronic Acid (nano) (CAS 1360157-34-1)
- Acetyl heptapeptide-9 Colloidal gold (nano)
- Platinum (nano), Colloidal Platinum (nano) (CAS 7440-06-4)
- Acetyl tetrapeptide-17 Colloidal Platinum (nano)
Nanomaterials in Annex III

-Hydroxyapatite (nano) (CAS 1306-06-5 / 12167-74-7), a max concentration of 10% in toothpaste and 0.465% in mouthwash is allowed, provided it is not used in applications leading to lung exposure.
