On 20 November 2024, European Committee for Standardization (CEN) published EN 71-13:2021+A2:2024 “Safety of toys - Part 13: Olfactory board games, cosmetic kits and gustative games”.
This updated standard supersedes previous editions: EN 71-13:2021+A1:2022/prA2, and EN 71-13:2021+A1:2022. Citation of this amended standard is expected for the Toy Safety Directive 2009/48/EC shortly.
This document applies to olfactory board games, cosmetic kits, gustative games and supplementary sets. It specifies the requirements for the use of substances and mixtures, and in some cases, their amount and concentration in olfactory board games, cosmetic kits, gustative games and supplementary sets for such games or kits. This document does not apply to cosmetic toys, such as play cosmetics for dolls.
Substantial Changes
Among other things, changes are
- Reference to CEN/TS 17973:2023 “Safety of toys - Categorization of slime type materials”
- Reference to ISO 8124-8 for appropriate age grading of toys.
- Defines options for child-resistant containers, which must either meet EN ISO 8137 or must comply with either A or B Closure Test requirements included in Annex E of the standard.
