On 20 March 2025, the European Commission published the Implementing Regulation (EU) 2025/511 in the Official Journal making “imports of candles, tapers and the like originating in the People’s Republic of China subject to registration”.
This Regulation is to implement the “basic Regulation” (EU) 2016/1036 on “protection against dumped imports from countries not members of the European Union”.
Scope
The products subject to registration are candles, tapers and the like, and which are currently classified under CN code 3406 00 00 and originating in the People’s Republic of China.
Purpose
Under Article 14(5) of the “basic Regulation”, imports of the product concerned may be made subject to registration for the purpose of anti-dumping investigation.
This registration, started on 21 March 2025, is a preliminary step in this investigation. It allows authorities to track the volume and value of imports from China during the investigation period. The investigation will determine if these products are being dumped on the EU market, potentially harming European candle producers.
Potential Consequences
If the aforesaid investigation results in findings leading to the imposition of anti-dumping duties, those duties can, if the necessary conditions are fulfilled, be levied retroactively on the registered imports in accordance with the applicable legal provisions.
Effective Date & Period
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union, i.e. 21 March 2025.
This Registration shall expire nine months from the date of its entry into force (i.e. the registration period is: 21 March 2025 to 22 September 2025).
