China Publishes New General Safety Requirements for Children's Products

In “Announcement of National Standards of the People's Republic of China”, No. 25 of 2025 (中華人民共和國國家標準公告 2025年第25號) dated 5 October 2025, there was an important new standard for the toy industry announced in the serial no. 29, as follows:

The standard text was published on 4 November 2025.

Significance

All children's products within the scope of application should meet the applicable requirements of this standard.
The safety requirements for any specific category or product should generally not be lower than those of this standard.
Products without specific category or product safety standards should meet the requirements of this standard.
This standard will be implemented on 1 November 2026. For products manufactured or imported before the implementation date of the standard, they should meet the requirements of this document starting from the 13th month after the implementation date.

Scope

Designed or pre-order products for use, play, or wearing by children under 14 years of age (including samples to try or free gifts) (設計或者預定供 14 歲以下兒童使用、玩要、穿戴等所用的產品 (含試用和免費贈送的產品)
