Taiwan Proposes Legal Inspection Requirements for Baby Swings and High Chairs

On 24 November 2025, Taiwan's Bureau of Standards, Metrology and Inspection (BSMI 經濟部標準檢驗局) of the Ministry of Economic Affairs (MOEA) published the following Notices for Infact Swings and Children's High Chairs:

Infant Swings (嬰兒鞦韆)

A. Notice

經濟部標準檢驗局民國114年11月21日經標檢政字第11430022340號預告「應施檢驗嬰兒鞦韆商品之相關檢驗規定」草案 (MOEA Notice for public comments for drafting “Legal Inspection Requirements for Infant Swings”).

B. Reasons for the Requirements

BSMI's market surveillance has shown that 100% of randomly purchased infant swings failed the physical performance tests.
In response to public concerns over the safety risks posed by infant swings, including the potential for tangling and entanglement that may endanger infants, BSMI intends to include these products within the scope of mandatory inspection to ensure their safety and quality.

C. Proposed Standard for Compliance

CNS 15973:2017 Child use and care articles − Infant swings (CNS 15973 - 106版).

D. Proposed Inspection Scheme

Registration of Product Certification (RPC 驗證登錄) (Module II + Module III), or
Type Approved Batch Inspection (TABI 型式認可逐批檢驗).

Children's High Chairs (兒童用高腳椅)
A. Notice

經濟部標準檢驗局民國114年11月21日經標檢政字第11430022070號預告「應施檢驗兒童用高腳椅商品之相關檢驗規定」修正草案 (MOEA Notice for public comments for the draft amendment of “Legal Inspection Requirements for Children's High Chairs” – former name: “Regulations for Children's High Chair Commodities Subject to Mandatory Inspection”).

B. Reasons for the Amendments

BSMI's market surveillance test results over the years show that the failure rate of plasticiser content is quite high. Amendments with inspection requirements are therefore considered necessary.

C. Proposed Standards for Compliance

Compliance Standard: CNS 15017:2018 “Children’s High Chairs” (updated version of the 2013 edition with new requirements for mechanical hazards added).
Added to the inspection requirements section 4.5.1 of CNS 15503:2019 "General Requirements for Safety of Children's Products" on plasticizers.
