Japan Proposes to Amend Safety Requirements for Two Children's Products

Background

On 01 March 2024, a Cabinet Decision in Japan was made on the Act for Partially Amending the Consumer Product Safety Act and Other Related Acts (Act No. 67 of 2024), which amended the Consumer Product Safety Act (CPSA) (Act No. 31 of 1973). The amendments introduced new provisions establishing the category of Specified Products for Children.

 

Children's Products added to the Proposed Amendment

Now then, the Japan's Ministry of Economy, Trade and Industry (METI 経済産業省) has revised the proposed amendment to newly designate the following children's products as "Specified Products for Children":

  • Bed guards for children (barriers or other devices designed to be attached to beds primarily in households to prevent infants up to 60 months after birth from falling)
  • Strollers (small, wheeled vehicles designed to be pushed while walking, primarily by families, to transport infants up to 36 months after birth)

In conjunction with the amendment to Cabinet Order, the Ministerial Order on Technical Requirements will also be amended to establish the applicable technical standards, labelling methods, classifications for product notification, and cautionary statements for the safe use of the above-mentioned products, and other necessary revisions will be made.

*A transitional period of 1 year shall be provided for bed guards for children, and a transitional period of 2 years shall be provided for strollers.
