
On 13 March 2026, Taiwan's Ministry Of Environment (環境部) proposed draft amendment on partial points and Appendix 1 of Point 2 of the Bulletin of "Restrictions on the Manufacture, Import and Sale of Dry Cell Batteries" (預告「限制乾電池製造、輸入及販賣」部分公告事項及第2項附表1修正草案) in accordance with the "Waste Disposal Act (廢棄物清理法)" Clause 21.
Proposal

In accordance with the trend of heavy metal management in dry cell batteries under the Minamata Convention on Mercury (汞水俣公約), button-type zinc-air batteries (鈕扣型鋅空氣電池) are added as designated batteries. |

To align with the addition of button-type zinc-air batteries to the list of designated batteries, the validity period of the confirmation document issued by the local competent authority before the effective date of the heavy metal content control regulations for these designated batteries is specified. |

3 |
To align with the heavy metal content control regulations for these designated batteries, the relevant regulations for designated batteries manufactured and imported before the expiration of the validity period of the confirmation document are amended. |

4 |
The limits and applicable periods for heavy metal content in designated batteries are amended (see the table below). |

Deadline for Comments
12 May 2026, which is 2 months after the publication date (13 March 2026) of this Notice.
