Japan Adds Two Specified Products for Children (子供用特定製品) under the CPSA

As proposed by the Japan's Ministry of Economy, Trade and Industry (METI 経済産業省), and in light of recent product accidents in which children have been harmed, the Japan's Cabinet has approved in April 2026 the "Cabinet Order Amending Part of the Enforcement Order of the Consumer Product Safety Act (CPSA)消費生活用製品安全法施行令の一部を改正する政令".

Outline of the Amendments

The following children's products are added as items 14 and 15 of Appendix 1 of the Enforcement Order of the CPSA, and are defined as Specified Products for Children (子供用特定製品) and Specified Products (特定製品):

No. 14: Infant Bed Guards (乳幼児用ベッドガード)

Referring to railings and other devices designed primarily for use in homes, attached to beds, to prevent infants under 60 months of age from falling out of bed.

No. 15: Strollers (ベビーカー)

A small vehicle designed primarily for transporting infants and toddlers within 36 months of birth, used while walking.

PSC Marks and Guidance

Following guidance was given by METI 経済産業省, including the shape of the PSC Mark.

Effective Date

This Cabinet Order shall come into force on 8 July 2026, which is 3 months after its publication date.

Transitional Periods

Manufacturers, importers, and sellers are allowed to sell or display the product without the required labels (PSC mark) for the number of years (after the effective date), and deadlines as shown in the following table:

Technical Standards

In conjunction with the amendment to Cabinet Order, the Ministerial Order on Technical Requirements will also be amended to establish the applicable technical standards, labelling methods, classifications for product notification, and cautionary statements for the safe use of the above-mentioned products, and other necessary revisions will be made.
