New CCC Implementation Rules for Electric Bicycles, Toys, and Children's Vehicle Products

On 31 May 2026, the National Certification and Accreditation Administration of China (CNCA 國家認證認可監督管理委員會) issued Announcement No. 8 of 2026, updating the Implementation Rules (Trial) for the compulsory product certification (CCC) of electric bicycles, toys, and children's vehicle products (國家認證認可監督管理委員會公告 2026年第8號國家認監委關於發佈電動自行車、童車類產品、玩具強制性產品認證實施規則的公告).

Implementation Rules for CCC (Trial) 強制性產品認證實施規則（試行）

Toys (CNCA‑C22‑02:2026) – Updated

These Rules apply to electric toys, plastic toys, metal toys, and ride‑on vehicle toys designed or intended for play by children under 14 years of age.

Note: All new CCC applications after the enforcement dates (01 November 2026) must use the new GB standards as specified below:

Children's Vehicle Products (CNCA‑C22‑01:2026) – Updated

These Rules apply to children's vehicle products, including children's bicycles, tricycles, pushchairs/strollers, and infant walkers.

Electric Bicycles (CNCA‑C11‑16:2026) – New

These Rules apply to two‑wheeled bicycles equipped with an on‑board battery that provides electric drive and/or electric‑assist functionality.

Timeline

From the date of publication of this Announcement until 31 October 2026, certification bodies may, at the applicant's request, conduct CCC certification in accordance with either the previous or the newly issued Implementation Rules.

Starting 01 November 2026, all CCC certification activities must follow the new Implementation Rules. Existing valid CCC certificates will remain effective until their respective expiry dates.
