Vietnam Proposes Amendments of Several Products' Procedural Requirements

Vietnam's Ministry of Industry and Trade has notified World Trade Organisation (WTO) of the proposed updates to several existing National Technical Regulations. The revisions focus on three product groups and contents:

Scope of the Proposed Amendments

The draft introduces Amendment 1:2026 to the following Vietnamese national technical regulations:

QCVN 01:2017/BCT

Limits for formaldehyde content and aromatic amines derived from azo dyes in textile and garment products

QCVN 02A:2020/BCT      

Mercury content in fluorescent lamps

QCVN 08:2020/BCT

Limits for lead content in paint

These amendments do not change the underlying limit values or technical requirements. Instead, they update the conformity assessment and registration procedures, so they align with the new framework established under Circular No. 14/2026/TT‑BKHCN "Regulations on declaration of conformity to standards, declaration of compliance with technical regulations, and methods for assessing conformity with standards and technical regulations."

Use of the conformity mark 
  

Application of the conformity mark must follow Clause 2, Article 4

Import procedure 
 

Products falling under these regulations must undergo conformity assessment using Module 7, as defined in Appendix II

Domestic manufacturing

Locally produced goods must follow their respective requirements for conformity assessment, also specified in Appendix II

Declaration registration process

Producers, importers, and traders of products under control must register their Declarations of Conformity through the National Database on Standards, Metrology and Quality. If the database is unavailable due to technical limitations (e.g. the database does not meet technical infrastructure requirements, or other problems), registration may be completed via direct submission or postal services, consistent with Article 13

 

Expected Effective Date

Once finalised, the proposed change is anticipated to take effect on 01 July 2026.
