On 29 September 2017, the Washington Department of Ecology (DOE) adopted revisions to the Reporting Rule under Children’s Safe Products Act (CSPA), which requires manufacturers to submit report if a children’s product contains a Chemical of High Concern to Children (CHCC) at a concentration level exceeding the practical quantitation limit (PQL) when intentionally added or at more than 100 ppm as a contaminant. Highlights of amendments include specification of reporting deadline and expansion of the CHCC list from 66 chemicals to 85 chemicals. The new Reporting Rule has come into force starting 30 October 2017. Major Changes to the Reporting Rule - Report should be submitted on January 31, 2019, and annually thereafter, for children’s products sold or offered for sale in Washington between September 1, 2017 and December 31, 2018. - Report should be submitted on January 31, 2020, and annually thereafter, for children’s products sold or offered for sale in Washington during the prior calendar year. - If there are no changes in the information reported between years, the reporting party still has to copy the previous year’s report and resubmit it on the same date annually to the online reporting database. Revisions to the List of CHCCs - Added 20 chemicals, mostly phthalates and flame retardants. - Removed 3 chemicals: Phthalic anhydridem, Octamethylcyclotetrasiloxane (D4) and Molybdenum & molybdenum compounds - Separated the Nonylphenol listing into 3 individual listings: 4-Nonylphenol, Nonyl phenol and 4-Nonyl phenol branched
