Delegation from the State Administration for Market Regulation visited STC to Discuss Product Safety Cooperation

[24 November 2023, Hong Kong] A four-member delegation from the State Administration for Market Regulation visited the headquarters of the Hong Kong Standards and Testing Centre (STC) in Tai Po, New Territories, Hong Kong. The delegation included Mr. Qingyuan MENG, Director of the Statistical Analysis Division* of the Integrated Planning Department, Ms. Huixun HU, the Level II Division Rank Official of the Department of Standards Innovation Management, Mr. Yan XUE, the Level II Division Rank Official of the Department of Certification Supervision and Management, and Ms. Xi NAN, the Level III Division Rank Official of the Department of International Cooperation (Hong Kong, Macao and Taiwan Offices).


 


Professor Richard FUNG, Chief Executive of STC, welcomed the delegation on behalf of the company. Mr. CK TSANG, Director of Certification and China Affairs, introduced STC to them and gave an overview of STC’s latest developments.


 


Both parties exchanged views on the current market situation and future development of the testing and certification industry. The delegation also greatly appreciated STC's achievements in various aspects over the years, praising the fact the company intensively promotes the cooperation and development of the industry in the Greater Bay Area. The delegation further applauded STC’s significant contributions to the formulation of standards and the promotion of certification in the Greater Bay Area. The delegation additionally visited the STC laboratories and admired the advanced technological level of the testing equipment and capabilities. At the same time, they expressed that they would strengthen cooperation with STC and work together to improve product quality and safety.

STC (Vietnam) – the first toys testing laboratory in Haiphong, Vietnam recognised by the Japanese Government

[17 November 2023, Vietnam] The Japanese Government recently announced the latest “Recognized List of Overseas Testing Agencies”, which now includes STC (Vietnam). This makes STC (Vietnam) the first registered toys testing laboratory in Haiphong recognised by the Japanese Government for testing toys intended for the Japanese market


 


The recognition by the Japanese Government indicates that STC (Vietnam) has the technology, equipment, and capabilities to comply with the toy safety requirements of the Food Sanitation Law of the Ministry of Health, Labour and Welfare of Japan. The recognition furthermore enhances STC (Vietnam)’s competitiveness and service scope. The latter now extends to covering toys manufactured in Southeast Asian countries, such as Vietnam, Cambodia, Thailand, Myanmar, Indonesia, and the Philippines. These manufacturers can enter the Japanese market with products that have been rigorously tested and certified by STC (Vietnam).


 


STC (Vietnam) was established in Vietnam in 2013 to serve the increasing number of manufacturers moving their production lines to Southeast Asia. The laboratory commenced operations in 2016, providing convenient testing services locally.


 


Rapid industrial development in Southeast Asia means that demand for testing increased exponentially and keeps on increasing. STC (Vietnam) has thus become an important testing centre and base for entry into ASEAN countries.


 


About STC

Hong Kong Certification Centre and Korean Testing and Certification Institute – MOU Signing

[15 November 2023, Guangdong] On 15 November 2023, the Hong Kong Certification Centre (HKCC) signed a Memorandum of Understanding with the Korea Testing and Certification Institute (KTC). KTC’s president and a delegation of top management from Korea attended the signing ceremony held in STC (Guangdong). KTC is a testing and certification body recognised by the South Korean Government qualified to issue the KC certification.


 


All electrical and electronic products intended for the South Korean market must first obtain KC certification. To obtain this certification, in the past, samples had to be sent to South Korea for testing by a qualified local laboratory, leading to relatively high transportation time and cost.


 


Now, the MOU mutually recognises the CB certification issued by HKCC and KTC, which provides electrical and electronic product manufacturers with an additional option through which to enter the South Korean market more efficiently. KTC will allow electrical and electronic products with CB certification issued by HKCC to apply for KC certification without sending samples to South Korea for local testing. In turn, products with CB certification issued by KTC can apply for HKCC’s Hong Kong Safety Mark without additional testing.


 


The mutual recognition assists manufacturers in saving transportation and time costs incurred by sending samples overseas. This greatly helps promote trade in electrical and electronic products.

This directory shows (in the above item) that the branch of STC Group in Dongguan: "STC (Guangdong)" (formerly known as Dongguan STC) has successfully passed the assessment of the GACC - by virtue of its professional technology and comprehensive professionalism - and become one of its first batch of recognized inspection institutions and laboratories, to undertake the inspection and testing tasks of imported adult clothing, infant and children's clothing in China.

On 1 December 2022, GACC issued the "Announcement on the Acceptance Requirements for Imported Clothing" (General Administration Announcement No. 120) and implemented it on the same day. That Announcement is the first of its kind, symbolizing an official entry into the implementation stage for inspections, as an important measure for the customs to promote high-quality development, deepen the reform of "decentralization, regulation and service", practice institutional opening, and effectively protect the rights and interests of consumers.

Import and Export Commodity Inspection and Certification Agencies of the Customs refer to inspection agencies that have the qualifications and capabilities required by the Customs and are included in the Catalog of Certification Agencies by the GACC. Customs will use the inspection report issued by any one of the recognized agencies to carry out conformity assessment for import and export commodities, and use the inspection report issued by such agency as the basis for conformity assessment in accordance with the law, and implement facilitation measures such as document review and release, exemption from sampling and inspection, which can effectively shorten customs clearance time.

It is reported that the inspection institutions that meet these accreditation requirements shall obtain the accreditation of inspection and testing institutions (CMA) or obtain the ISO/IEC 17025 accreditation implemented by the China National Certification Service for Conformity Assessment (CNAS).

STC at International Tokyo Toy Show

【Hong Kong, 9 June 2023】During 8th and 9th June, 2023, the International Tokyo Toy Show was held at the Tokyo International Exhibition Center (Tokyo Big Sight) in Japan.  STC (Hong Kong Standards and Testing Centre) was one of the exhibitors.  During the exhibition, many toy producers and purchasers sought professional consultation at STC’s booth.  STC gave out information on the latest regulations and testing standards for toys in detail, and proffered various solutions to questions raised.  STC took the opportunity to introduce its scope of services, highlighting STC’s toy safety testing service and long track record. 【Hong Kong, 29 May 2023】Hong Kong Standards and Testing Centre (STC) and Hong Kong Certification Centre (HKCC) jointly held the Certificate Award Ceremony cum Product Safety Carnival 2023 at Citywalk I, Tsuen Wan. On this occasion, Professor SUN Dong, JP, Secretary for Innovation, Technology and Industry, was invited to attend as the Guest of Honor. Mr. Tom TANG, JP, the Chairman of STC, welcomed and thanked Professor Sun for his support. He congratulated the winning enterprises and the winners of the "STC 60th Anniversary Logo Design Competition."  Professor Sun delivered a speech encouraging the award-winning enterprises and co-hosted the opening ceremony with other honored guests. He also presented the "Hong Kong Safety Mark", “STC Certified” Mark, "Eco Products Certification Scheme", and "Excellent Service Certification Scheme" certificates to a number of renowned companies.


 


During the event, Mr. Tang appointed two well-known artists, Ms. Miranda LEE Jia and Ms. Venus CHI Kuk Yi from "Midlife, Sing & Shine!", to be the ambassadors of the "Hong Kong Safety Mark" and “STC Certified Mark" respectively, adding a touch of glamour to the event. Ambassadors Lee and Chi presented awards to the winners of the "STC 60th Anniversary Logo Design Competition." They shared their experiences of buying safe and high-quality products and went on to entertain the gathering with their rousing performances.


 


Aside from giving out certificates, a 7-day Product Safety Carnival went underway bringing businesses and consumers together with sales booths offering certified products for purchase by customers.
